Why does my cat always pee on the carpet!?

I have an outdoor cat. For some reason, he always pees on the rugs instead of his litter box. He used to use it, but then we got two new rugs for my bathroom upstairs about a year ago, and he pees on it in the winter because its too cold to go outside. Ever since we got those new rugs he has been peeing every where. it’s not like he’s trapped inside because he still goes out in the winter, just not as long. He also peed on my parents’ rug in their bathroom, which is about 10 years old… And then, about a week ago, my family and I got new carpeting upstairs. The day after, he peed on the rug. But when we got new carpeting downstairs a few years ago, he never peed on it. so basically I’m asking if anyone knows why he does this. Is it because its winter? Is it the new rug smell? Its so frustrating!!

did you by chance get another pet? I had a girl cat that when i got 2 more she used to pee and poop on the carpet, we gave her to my grandma and she was a better cat no more accidents
